Constitutional Revisions: [March 10]
The Senate has unanimously adopted a modification to the Constitution. The new revisions make explicit that any new laws created by the government cannot be applied retroactively to the detriment of any citizen. Go to the Senate Archives to see the discussion around the topic.

New Colony Applications Now Open: [March 4]

International Dog Biscuit Appreciation Day 2012: [March 4]
There's been a lot of talk in recent months that people want to submit a plot of land as a new colony. After much putting off, the time has come. As part of our twenty-fifth anniversary celebrations in May, the Empire will welcome one new colony into our midst. Our means for selecting this will be this year's International Dog Biscuit Appreciation Day Contest. Here's how it works:
1) Between today (March 4th) and the end of this month (March 31st), come up with an idea for a new colony. Some of you reading this have already got one, or several.
2) Write it up as a nice proposal. At the very least, you'll want to give the place a name and a physical location (approximately, at least). Write a bit about what makes the place interesting and why it would be a nifty addition to the Empire. Is there native flora and fauna? Natural resources? An entertaining backstory? A significant history?
3) Send it to the Emperor, privately or via the mailing list. Of course, if you send it via the list, you give your competitors a chance to see what they're up against and try to one-up you.
At the end of March, the Senate will review the applicants and select one to join the Empire. The author of the winning submission will take on an immediate Senate seat as a representative of the new colony, and citizens from other lands will have the opportunity to move to it if they wish. The winner will have the option, if they wish, of designing a website for their colony, which will get put online.
